Upon further investigation I narrowed it down to the left wheel that makes the tape turn. It apparently needs some lubrication along with another wheel that makes contact with the wheel. hopefully that gets everything going well. I did manage to get the VCR to rewind, but it has clear signs that parts need to be re-greased. The belts are fine, which is good since the extras I have won't work.

That's really cool. I hope you will be able to fix it. I love how it's all bilingual French / English on it and the little sicker CSA sticker says Printed in Canada / Imprimé au Canada. This exact model was definitely sold here then.
Some of the first VHS came out around 1976 so this is a very early one.
...But wait! Why in the title you wrote VCR? It's a VHS right? It says magnétoscope on the back so it should be one.

the left tire on those is used for play mode, it is used to reel the tape into the case while playing.. The tire is bad, it will need to be replaced.. If the tape is not going into the case, the VCR will stop it's self, detecting problem.. The worse thing you can do is put lubricant, maybe a q-tip and alcohol may revive that tire a bit.. Belts may look fine but you can't really tell.. Belts and tires wear out and get smaller and lose grip.. That's why in the later part of the 80s, Panasonic went to gear driven other than the main belt..

Both tires seem fine on it. Its the right side drive (I'm not sure what it is really called) that makes contact with the tape seems to not turn freely, like they need grease. I know that if you get grease on the rubber tires they will lose their grip.

It's not suppose to turn freely, it's making contact with the capstan.. When you push play that tire moves and is suppose to make contact with both the capstan and the right tape reel.. When that tire wears out it will have trouble turning that reel.. I would take a Q-tip and rubbing alcohol and firmly wipe that tire removing some black gunk.. It may fix the problem temporary depending on how far gone that tire is

I see. I'm not too experienced in this field so you have to forgive me. I will certainly have to try that. Is rubbing alcohol okay to use to clean the heads?

You can use rubbing alcohol to clean heads, as long as you don't use something to wipe it with that leaves residue behind... Using a cleaning tape would be your best bet..
