Got play to work okay after cleaning the tires with rubbing alcohol, however the picture is still messed up and tracking doesn't do anything to improve it. So that may be the heads that need attention. The tire that operates rewind still slips though, so that one may need to be replaced.

That's good.. That has to do with the capacitors I was talking about... They must be leaky, which causes off speed playback which results in tracking lines to move up or down the screen.. There's some pot switches on the servo board that you can adjust with a small screw driver, but I don't know if you will get a 100% good result, you're just adjusting to condensate for bad capacitors, putting more of a load on other circuits..

I forgot about those adjustments on the board. Next time I have it apart I will have to find them and adjust them. The audio works perfectly, its just the video is not doing well. Hopefully those adjustments will bring the picture back. The last thing I want to do is to find replacement caps. Do you have any ideas on where to get new tires?

i get mine from studiosoundelectronics.com they have belt kits there.. I made the adjustments on one and it brought back the picture very well, on another, not so well, i had trouble getting a color picture.. I think I had to adjust two pot switches to alight the speed just right.. You have to do it while it's playing.. Make sure you're in the servo section of the PC board.. adjust each one until you see it effecting the speed, the others just make sure you adjust them back as they were.. This is only a temporary fix, it's just a matter of time the capacitors will get worst and the speed will drift again.. Most likely it's a few electrolytic caps on that circuit..

What symptoms do you see? i forgot to ask, is there a constant tracking bar moving up or down the screen? if so usually you can still see the picture somewhat..

Yes you can see the movie barely, but you can see a lot of tracking bars moving up the screen. I will have to make a video of it later today of its current performance.
