Lots of companies have made fans in that design. The original was the Casablanca Victorian, which was a reproduction of the Emerson Fernleaf of the early 1900s. The fan you saw likely wasnt a Hampton Bay, but some other fairly recent import version of this design.

actually, i guaranteee it was a hampton
my uncle in wilmington has one of those WITH the lower canopy and guess what? i happened to snap a couple pics while i was there i'll upload em' tomorrow maybe

I've seen plenty of fans with "coupling covers" but couldnt imagine why Hampton Bay would put one large enough to be construed as a lower canopy. Let's see the pictures.
