What I would do is put a safety cable in place from the down rod to the beam. It's non invasive and when one fails it will not fall.

That's a great idea, not hard to do and it doesn't require a lot of money or labor to change the fans, etc. Since they're ball/socket already it wouldn't be hard at all, put the cable around the ball pin and tie it into the beam. Issue of falling fixed and the mounting brackets could then be replaced without issue should they ever fail. Maybe someone was smart and already put in safety cables that we can't see.

this is what I was talking about... 1/8" SS cable would probably be enough, but I would go 1/4"... basically loop the cable in the EYE and put both ends into the clamp. Tighten the F out of it.. Problem solved. Chain could be simpler, with the same thought process.

That would be even better, I wouldn't ever think of using those clamps.
