Was that really like that?! It wouldn't take a genius to figure out there is something wrong. Are you sure there is not some other switch to turn it on/off and this is not just the speed?

Seeing the control for the fan on the ceiling? I've seen that MANY MANY times. I hate it when people do that.

There was a hardware store a couple miles from where I grew up with 6 white Envirofans on a dropped ceiling. All fans were controlled by a surface-mounted 3 speed control that looked like an old thermostat, however each fan had it's own variable speed control mounted ~3 feet away.

I don't see anything wrong with using a wall mount speed regulator. From the looks of it I believe this regulator employs a reactor to reduce the voltage, this is typical scheme seen with low end Asian imports.
The installation on the other hand leaves much to be desired.....

Some transformer wall controls had a reverse switch, I think Adam has a few of them. Also, there are a few electrically reversable antique ceiling fans, we talked about them when you were here, Brian.
