Did you took this picture your self? Those bare single strip fluorescent are pretty common overseas. Especially in Asia and Africa. They are very cheap to buy and in a lot of theses countries electricity cost a lot more than here. They install a lot of them at the top of the wall. Very typical scene. Also in the On On Hotel in Phuket, Thailand they have that(The Beach). I think I have seen that in a semi outdoor restaurant in downtown Douala, Cameroon too. The background color looks nice. The vertical windows looks 70s
