I have a Harbor breeze wind star the problem is the motor is stuck it is hard to turn but with the blades on it spins ok.what do you guy think it is

I'm not familiar with the particular model. It sounds like it may have bad bearings and need oiling.

the fan the is dated 1993

The motor screws are probably too long and are making contact with the windings. In some cases, you can't screw the motor screws in all the way. Otherwise you will damage the windings, and you don't want to do that.

It would be more likely to impair movement with the blades off (and screws in) than the other way around. Uhhhhhhhhhhhhhhh I'm going to have have to go ahead and, um, disagree with you there, Bob. He's also been having some problems with his TPS reports.

I had that exact same fan, but it did not have any of the said issues. I later sold it.
