I bought 52" this white/PB Encon at the flea market. The fan is dated 1995 (I was in the 6th grade then). OK, the fan runs fine on medium, but when I put it on hi or lo, it slows down 'til it completely stops. What could be the problem?

Sorry to hear that but I have a Encon Princess 42'' dated of August 2000 in my bedroom (that I will sonnley replace with a nice Craftmade Decorative) and my fan does hum and some time wobble on meduim and high speed. I dont like it anymore but i am really excited to replace it. At first I tought that Encon westinghouse were good fans but I realised that thy are not.

Bad capacitor, and if it doesn't run on high it could be anything from the capacitor to the speed wires in the motor itself fried, in which case your fan is history.
Open up the switch housing and if the capacitor (likely a solid black box) has three values printed on the side (for example: 8.5@220V, 6.5@220V, 5.5@220V), then it is a three speed capacitor and that needs replacing. If it only has, say, a single value (for example, 8.5@220V), then it's likely the motor.
You can pretty much count on any Encon manufactured after around 1992 to be bottom of the barrel stuff, and many of even the good early 90s models weren't that great.

Thanks, JW...I shall take a look at the capacitor.
Furthermore, I got that particular fan to replace the Hunter Low Profile @ my grandparents' house before it gets sold. (I'm doing everything I can to get the Hunter)

I forgot to mention that the speeds other than medium on the Encon, the fan will reverse its direction. For example when I switch from medium on the winter direction to low (or whatever), the fan will immediately reverse to the summer direction, or vice versa...WEIRD

Huh? That is weird, but isn't that bad for the motor, especially on low, since it's trying to stop the fan from going one direction and spin it in the opposite? When you switch it on high or low, can you hear the motor humming at all?

I would check the capacitors prior to anything else.
