I have a 52 in. CEC Gulf Coast fan, and a friend of mine has a speed control to a Moss Caribbean Breeze that he wont be using anymore soon. is it ok if i use the Moss Caribbean Breeze Control on my CEC Gulf Coast??

Absolutely. The control you're talking about is called a "choke", and it varies voltage across the motor--which is fine. The speeds may not be exactly what they would be if you had the original CEC control, but no damage will occur.

Alright great, im going to need to figure out a way to wire it into a wall outlet box since those carib. breeze controls were designed only for swag kits right? but im sure i can figure out a safe way.

You dont need the ground wire if your outlet box is metal. Metal on metal = grounded.
