While trying to get the light fixture off I shorted something - went to reset breaker and now have this weird issue with my fan constantly on an extremely low setting. Also can't change the speed nor turn on the light now. I've tried every permutation of hitting the wall switch, replacing remote battery, pressing every button, resetting breaker, pulling that chain on the fixture. Not sure what else I can try. Any way to test that?

It sounds as if the remote control receiver in your fan has failed. It shouldn't be a hard fix (assuming the remote control receiver is mounted in your fan's ceiling canopy). In this case, you would have to take everything apart, remove the old receiver and find an exact replacement (same size, type and model). Sometimes, OEM remote controls and receivers do show up on eBay, however it will most likely end up costing you more compared to the universal kits I provided links to above. In the long run, it might be worth installing a quality replacement fan, though this doesn't mean that the existing one is unfixable. I hope this answers some questions, Max
