TOC runs okayish, the bearings are almost completely shot I think, the fan stops in like less than ten seconds but it seems okay when it's running other than a little noise.

technical question for you... how do you changes the bearings in a fan?

It depends on the motor. Stack motor fans are easiest, you just take off the housing, switch housing, and flywheel, and take out the screws that hold the motor together. Then you just pull the end bells off, tap or pull out the old bearings, put the new ones in, and reassemble.
Spinner motors are more difficult, as you have to pry them apart to get access. You do the same steps, take off the housing, switch housing, (there is no flywheel) and such. Take the screws out of the motor case, pry it apart, and take out the old bearings and put in the new ones. It's possible, but not the easiest or safest thing to do for the fan.
