A snipe is an eBay program in which another bid is automatically placed at the VERY last second of the auction.
Cole was just making an exaggeration about ripping his hair out, it's like a "why did I do that" sort of thing.

As far as sniping goes on Ebay, I just do it myself, I don't bother with any programs

I usually do as well, but if an auction ends at like 10:30 AM on a weekday in December, I'm in school and don't have a chance to do it, in which case the snipe system comes in super handy. Not to mention I often forget about important auctions and an automatic snipe is nice if it's really important.
